As stated in an announcement by the Federal Reserve, "financial institutions must have effective, unbiased real estate appraisal and evaluation programs," and that appraisers performing reviews must "have the knowledge and skillfulness to assess compliance with the Federal Reserves appraisal regulations and guidelines." Appraisal reviews "have to conclude whether the appraisal or evaluation is suitable for the transaction, the risk of the transaction, and whether the processes by which the collateral valuation is accomplished guarantees independence and quality," as stated by the Federal Reserve. They "must also indicate whether the appraisal or evaluation report is even with the letter of engagement, which describes the scope of the appraisal assignment." The Federal Reserve also says that "some banks add periodic reviews with post-funding surveys of appraisal quality for a few of their high-risk or high-value contracts as a way to aid in exposing valuation disputes."
